I think you are talking about the ';LEE'; brand of loaders that you can actually carry with you into the field etc and load a specific round. Those are the only ones I know of.

the resembling a clam part is kinda throwing me off, do you have any more info on this? the only thing I can think of that might fit the description would be a lyman 310 tool, but that looks a bit more like pliers.
