This not a ';one size fits all'; question. Because different shops will charge different amounts. The process includes removing the tires and wheel bearings. Then sand blasting the rims then masking the areas that don't get paint. Because the wheels are baked/heated to fuse the paint to the wheel, you don't use regular masking tape for masking. Most powder coat shops will do the blasting, masking and painting for less that what you would pay at a bike shop. If the powder coating shop does not do their own blasting, they can refer you to some business that does blasting. It would also be a good idea to mask the wheel bearing cavities, races and valve stem hole before sand blasting to make sure nothing gets damaged by the sand blasting.
You should look up ';powder coating'; in your local phone directory and call some of the shops to see what they will charge. I had some custom racks painted at a shop in a big city shop that cost a great deal more than getting some engine and frame parts powder coated at another shop in a much smaller community.
