I would be more concern with eliminating air gaps in the dry fuel than to put any worry about the mixture. Can you mix it in a stable but commutable paste?Proper carbon to gun powder % for rocket motor not firecracker?
for the maximum power you need to have the fastest burn possible(without it exploding).... the outer shell of the rocket has to contain the force of the burn.. the venturie that the burn is escaping from will also affect the power the rocket produces.. so if you build a rocket %26amp; the powder causes it to explode you need to add more charcoal to slow the burn down... or increase the strength of the shell.. or the size of the venturie... there are a lot of variables...
